I normally go into overwatch, that way when they drop their shield and move overwatch kicks in and bam a bunch of guys are unloading into one. When using Recover ability, it will only recover 50% of its maximum Will Points, so the unit is likely to keep panicking on the following turns as well. Make sure that the unit has more virus points than its will and it will panic on the next turn. I don't think you need to get through the armor to apply the virus. Up to that point i was extensevily using phoenix riot shields and they did a pretty good job. You don't actually need the Priest class, Biochemist skill + shotgun is much easier to obtain. The solution to this would be simply be that the research could simply buff Phoenix armor designs and the player could save some money by keeping it around from early game. You could paralyze them rather than killing, which will not require dealing with their armor.
